It's a small boat
While I think the 23 might have benefited from just a bit more (or bit deeper) ballast, with small boats you really do better by moving crew weight to where it is most useful. The 23's ballast is 800#, if I recall correctly. It likely is never more than two feet horizontal from the CB, unless you are really heeled. If you have two crew out on the weather coaming, that is #300 five or six feet horizontal from CB. They are having as much effect as the ballast! (And if your crew are heavy, multiply accordingly.)It's not worth trying to change the ballast. Really. Here's a better idea: get a hiking stick for the tiller, so that the helmsman can sit high where he is most useful and can see the best. The nice thing about the 23's wing keel is that it is really, really shoal. If you run aground, you can jump out, without getting wet much above the knees. (BTDTGTTS.)
