I would like to add jib winches to each side of my 1999 hunter 340. I know that the 2000 340s have additional winch on the starboard side. I believe that the aluminum plate is already there for the starboard side. Not sure if the port side has one. i Was wondering if anyone has the measurements for centering the winch. Any help will be greatly appreciate!

There is a high probability in your favor that you will find a plate. The light technique should be able to identify the location and the size of the plate.
Once you identify the place you want to install the plate, Using a small drill bit you can puncture the deck and confirm your existence. Patching the hole afterwords is easy with a bit of thickened epoxy and a dab of gelcoat. It will be sealed and the winch will cover the test hole. Use a good tap for the winch bolts. As you install, I like to use Bed-It-Tape to seal the bolt holes from water intrusion.
