Adding a transom scoop

I am in the process of purchasing this boat and was wondering if it would be possible to modify the transom to add a scoop type step at the back. If this were done by extending the current transom so that the bottom step was say 12 inches deep would this have any impact on the boats handling?

H 45' Sugar Scoop

That was done on an H45' in Seattle. The owner took the boat offshore. Claimed the results were great. Seaview boatyard did the work.
