In my personal experience... the rudest people are the commercial fishermen... especially those crab and lobster pot guys.... fortunately they have been banned in our area to give it a chance to recover.

BTW, my previous comment about Dr Laura was in regards to your friend's symtoms not your general comment on the temperment of the modern boater.

It's a little odd that your friend says everywhere he goes people are rude and suspicious acting. What's the common denominator? Are the resources of this country such that everyone on a 'watchlist' can have surveillance? I don't know how that would work.
Yes, That is the reason for my first part of the question. It seems very unlikely to me too.

If he is on a watch list, he must have seriously ticked off the wrong people.

That is why I am questioning his mental stability. He is 72-73 and seems normal in all other dealings, but in this instance, he is positive that some one is out to get him and his dog. He spends a lot of time alone and I wonder if he is just letting his mind run amock.

It is hell to get old and be alone.
