I think you've got some good ideas there. The Precision 18 is a great boat, and spirited feel, more like a dinghy sometimes.

In new boats, if you like the Montgomery 17, you owe yourself a big favor in checking out the Jerry Montgomery designed Sage 17. Great small cockpit boat. Jerry says he really improved on the original M17 design, with a better cabin, some hull changes to go faster, and lighter deck/cabin. Also has a fractional rig, which is easier to handle, less need to go forward and change jibs than the masthead rigged M17.

Another option you might look at is the Beneteau First 20. They are supposed to bring that into the States this season. I haven't seen one in person, but Beneteaus are well regarded.

I dunno about Com-Pacs. The Com-Pac 19 I have sailed is not a lively sailing boat... The Eclipse is the current version of the 19, I believe.

Don't forget the West Wight Potter 19, or better yet, the new Voyager 20 with ballasted stub keel/centerboard and redesigned interior.
