You first have to identify for us whether you have a manual water system or a pressure water system. I would think that the original equipment on a Hunter 22 would be manual, but owners do make changes. If it is manual, then you have to pump something either by hand or with a foot pump, if it is located at the floor. I am guessing, but the handle that you are turning might go up and down too. It might be a little pump. See if that knob lifts up or not. If it does, then you have to stroke it up and down to build up the pressure so that water comes out of the faucet into the sink. If you pump it for a long time and nothing happens, then you have to maybe prime it by getting water to the pump where it has a gasket that perhaps is dry and therefore does not create any suction. I presume that is what you are dealing with. If you have a pressure system, then there is electricity involved. Somewhere in the hose system there would be a demand pump, or an in line pump. A demand pump works on pressure. When you turn on the switch to activate it you will hear it run until the pressure builds up and then it will quit running. When you open up the faucet, the pump will recognize the loss of pressure and start up, pushing water into your sink. Close off the faucet and the pump will stop when the pressure builds again. I doubt you have this type of system, but if you did and the pump refused to stop pumping, then that indicates either you are out of water (or very low), or there is a leak in the system where air is introduced. You have to find the leak (usually a fitting that needs tightening). If you have an in line pump, then it is not based on any water pressure, but rather it runs when you turn it on and stops when you turn it off. Usually there is not a knob at the spigot other than a knob that you turn to activate the pump. But, I mean there is not a knob to open up the water supply like your home faucet. When you activate the pump by turning on the switch, water just comes out of the faucet until it runs out of the tank (empty) or you turn off the electrical supply. My guess is that your knob on the faucet is a pump and it goes up and down.
