'78 cat. 30 steering wheel

does anyone know what manu. made the steerling wheel & pedestal on the 78 cat 30. the name tag is one but on the wheel the there is an anchor and the initial's D.A. i want to replace the pedestal guards but i dont' know if the guards slide through the plate attached to the pedestal or are attached to it.
