6hp Chrysler outboard won't start

Long time listener first time caller. I am in the middle of restoring a 1976 Santana 21ft sailboat. The issue that I am having is the Chrysler 6hp outboard that came with it. It will not start, after being assured that I did. I have a backup so I didn't care at the time but I really would like to get this motor running. Here is where I am at with it.
First I have 90 psi of compression in both cylinders.
Second I have spark.
Third I have taken the carb off and cleaned it twice and put it back together and put it on.
Fourth I have tried putting both gas and or starting fluid into the cyliders and it still won't fire.
I have read where others have stated to use the pull rope on top of the flywheel and not the normal pull rope so I have tried that.
This motor does t sound like it is even trying I have put new gas in the can. I have take the gas can off my Johnson and hooked it up to the Chrysler still nothing. I do not see timing marks on the flywheel like I normally see on bigger motors.

I don't know I am at a loss. Any ideas on what I am overlooking?

Point gap (under the flywheel) is something to check.. the magneto can make a spark in ambient air but if the gap is not correct, and the points clean, the spark can "blow out" when under compression.. are the plugs wet ? with the plug out, put them in the plug wire connector (ground them on the block) and pull through to make sure spark is happening at the electrode gap .. Fuel pump diaphragm.. check this to se if it is leaking air into the crankcase.. Carb and reed plate gaskets .. make sure they aren't leaking air into the crankcase.. I used a Chrysler 6 for a while on my first boat, a Spirit 23.. Is a good old engine, but uses about twice the fuel of a modern 4 stroke.
Two stroke motors will tell ya fibs when you try to listen to what they are saying !

Can you see the cotter key on the fly wheel to shaft connection? If that is slightly sheared you have to put a new cotter key in. Had an engine where that cotter key had slightly sheared and engine did everything right except run. I pulled the fly wheel, replaced the cotter key and problem solved. Don't know in your case.

So you don't kill your arm, you can use a drill with a socket. This will keep the flywheel spinning and the pistons moving while you check for other things. But I agree that you might have a timing issue. Premature spark or late spark. Possibly, as mentioned, spark gap. Do you have a service manual for the motor? And make sure you are using the correct spark plugs.
