37.5 Mast Fairlead

We just removed the mast in our new to us 1991 Legend 37.5. Everything looked great. I am not an expert, but it sure looked like the welds, spreader fittings, halyard fittings, etc. were very well made. At the top of the fitting welded to the mast where the forestay was attached, there was an unusual piece of hardware whose purpose I could not determine. The hardware was stainless and substantial. It was attached with a large clevis pin. It had two large fairleads. The actual fairleads were about 1" dia and maybe 3/4" tall. If the mast were raised, it looked like the fairleads would point right at the bow. Any thoughts on what these might be? With the mast down for the winter, I thought I would retape the spreader boots. What kind of tape should be used for that job?
