34 O Day rudder won’t turn all the way to starboard

First thing I’d check is the quadrant to see if something looks jammed. My next step would be to disassemble the cable, then see if the rudder can turn manually. That will narrow down the problem to either the cable/chain or the rudder itself possibly hitting the hull or something like that.
We really need to know what you have done to solve the issue. Steering system are really simply, however, they can fail for numerous reasons. It could be as simple as something wrapped around the rudder shaft or as complex multiple failed parts.
