33 hunter chain plates

I am going to look at a 33.5 hunter to buy. There is a question about the starboard chain plate. It is behind a bulkhead. I need to know if I can see it from the other side or through a storage compartment. I am pretty handy so is this something I could change if need be? Does anyone know the cost of a chain plate?
