1980 O Day 28' problem

looking at a 1980 28' that's in real good shape. One problem is the centerboard is in the down position and the owner says the cable is broken. I looked at it today and saw slack in the cable coming out the top. Can this be fixed without tacking it out to hard deck? And is there anything specific about these boats that I should check out prior to purchase??? The cost of the boat is so reasonable that it's almost not worth the survey if I go over this thing again and sea trial it well...Also does anyone know where the owners manual for this boat could be found?

Thanks everyone in advance!!:)

Cable repair is a piece of cake and it might be worth short hauling and let it hang in the straps to fix it and check/paint the bottom while its out.....fixing in the water is difficult

Some insurance requires a survey. If you are going to insure it, might as well have the survey done ahead of time, maybe a bargaining point if other problems are found.

Guess it depending on how clear or cloudy the water is you could dive under and have a look or hire a diver and have him connect a new cable.
