Water burps out of the exhaust but does not flow regularly out on a continuous flow (blurp of water every few seconds...maybe a cups worth). Boat does NOT overheat, impellor, seals, bearings and shaft recently changed by a marine tech.I assume from the diagrams, this does not have a raw water exchanger to clean, correct?Is this normal and/or is there something I should be cleaning?The boat is no longer at that marina and is 200 miles way from the marina.

Universal made the Atomic 4 and an Atomic 2, of which they were gas engines. They also made diesel engines, but didn't call them "Atomics". Nothing to do with your question....just an observation.

It is a Universal 2, 11 hp, diesel and I thought I read on the manual that it was actually called an Atomic 2. Either way, does it have a raw water exchanger that needs to be attended to?

Bill actually Oday did call their diesels Atomic. My guess is that is was cheaper to maintain one casting name on the engine panel

Unless
A heat exchanger is not installed on these engines except as an aftermarket add-on. The only way to answer your question here is for you to provide a picture.

VMAKS - I also have an O28, 1985 with a Universal Diesel. After much research, I learned that my engine was a Universal M-12 which DOES has a heat exchanger. You should be able to tell whether you do by looking for an anti-freeze filler cap on top of the engine. If not, then your engine is sea water cooled only. There are many, many different Universal engines used in the O28. They are all very similar and confusing. I had found a link to help determine which year had which engine but can't locate it again. I also have most of the manuals (54 series, M12, M20, etc) and will send to you if you send me PM with email address. BTW - "burping" water flow is normal. Good luck.

Looks like you have the 5411 which is raw water cooled.

In 1977 the Model 5411 was introduced. It was a 31 cu in, 11 hp 2 cylinder raw water cooled diesel, based on the Kubota Z-500 block, and fitted with a Hurth transmission. The 5411 was built from 1977 to 1982. Approximately 2,900 were sold. It was replaced by the Model M15, which was produced in 1982 and 1983. Approximately 370 were sold.

water lock mufflers and the riser pipe make it so the water comes out in "pulses"

My 1984 O28 has the 11hp M12. It does have an heat exchanger and also has a sea strainer that I check occasionally for debris. One other note, there's zinc in the heat exchanger that needs to be changed. So if you have one you should check that zinc out. The manual says to change it monthly (mine will last about 3 months). However its important that you change it to prolong the life of your heat exchanger.

Tom - I am looking at the M12 manual and see no reference to zinc in the heat exchanger. Can you tell me where it's located and give more details (from the manual if possible). Thanks

It's usually not in the engine manual. It is, however, on the heat exchanger. It is usually an 11/16" bolt head, and the head screws into the body of the HX, the zinc screws into the bolt head. Go take a careful look, you really can't miss it. May need a mirror.
