Looks like a Cunningham slide.. Would go a foot or so above the boom on the luff of the mainsail. The ears would be connected to a grommet in the mainsail, the hole would have a downhaul line in it, and the round side would go in the sailtrack.
If no luff connection on the main, then it probably is the clew outhaul on the outboard end of the boom. .. Round part in sail slot in the boom, an outhaul line through the hole so you can tension the foot of the main.. mainsail clew in the ears, with the pin through ??

The part was originally attached to the boom acting as a gooseneck which slid down the sail track attaching the boom to the mast and the hole was for a short line to hold down the boom called the downhaul. The part for attaching the boom to the gooseneck is missing. You can go and look at US Spars or Kenyon Isomat(Charleston spar) and you might see it there.
