Can anyone tell me if I can loosen the nut and rotate my wheel a few degrees, then retighten the nut, OR are there teeth or gears inside that make me put the wheel back on in increments?

The Goiot steering wheel has a keyway that will prevent what you want to do. You could loosen the chain in the pedestal and jump a tooth either way. Just an idea.

On most wheel system, the TDC being off a few degrees is best dealt by 'living with it'.

If jumping a tooth on the chain doesn't quite get you close enough, you can adjust the cables on the quadrant and rebalance the center point. See the studs with nuts in the picture. Loosen one, tighten the other. Sort of like re-aligning the the tires on the car. Remember driving down the road and the bar on the steering wheel was not horizontal? That was ok when I was young, but no more.

I adjusted my Goiot steering so the spoke on the wheel points straight down at the padeye on the pedestal. Then adjusted the autopilot so only the center rudder indicator was showing. Then through trial and error, I adjusted the cables on the quadrant so the boat actually went straight per the GPS.

As Alan12210 says, just adjust the cables at the rudder quadrant. Easy to do.
Otherwise you can live with it, the wheel spokes will probably never be exactly where you want them when sailing because of either a little bit of weather helm or lee helm depending on course, wind, and current.

I marked the wheel at the straight ahead point by wrapping waxed binding thread around the leather cover and called it good.
