2000 Hunter 310 Ground Wire

While changing fuel hoses, noticed what appears to be a grounding wire not connected on 1 end in the aft berth. Other end is connected to studs that come up through the hull. Does anyone know where the other end gets connected? The wire is a size 4 with a ring terminal on the end, approx. 8 ft long. See attached picture. Thanks.

The four studs look as if they are securing the strut which supports your propeller shaft and the intention is to ground this so it can be included in the protection provided by your anode.
I think the other end of this cable should be connected to the boat's grounding system. i.e. the negative side of the battery. If the wire is not long enough to reach back to the battery, then the engine casing might be a convenient place to make this connection.
Question is why is it not already connected? The previous owner might be able to give a clue if available.
