1996 22’ MK II delaminating in bilge under cockpit

I’m fixing some delimitation in the bilge but I’m wondering why there is a 2” wide raised (about 1/4 inch) area of fiberglass running perpendicular to the longitudinal stringer? It’s hard to see the exact rise in the picture but I’ve removed about 8” of the top fiberglass because there was water between the top and bottom fiberglass. TIA

Here’s my best guess (since I only own a mki). The stringer is a pretty structural component with an emphasis on its rigidity. It likely was glassed over after the rest of the bilge was already cast. The glass that covers the stringer likely extends into the bilge that extra 2” rather than finish directly in the inner angle. Does that help?
