1995 H26 water issue

I've searched the net and forums but am now looking to everyone here for help. I just purchased my first sailboat which is a 1995 H26. Recently before our first outing we went over the entire deck patching holes and replacing loose screws etc. Before trailering there was no water anywhere to be found (Maybe a bit in the bilge but I'm fine with that).
After the 1.5 hour drive to the lake, There was about 1/2" of water in the small area underneath the interior seats both port and starboard sides. and the carpeting around the aft sleeping area on both sides was also wet.
We cleaned up the water and stayed on the boat for 2 days and the water did not reappear. After trailering the boat back home the same water problems described before came back.
I contacted the previous owner and he said that it could be a couple of things.
1. Previous water that had made its way into the boat prior to me patching the holes.
2. Water on top of the ballast tank.
He stated that he conctacted Hunter a few years back about the issue and they instructed him to drill a small hole in the floor of the head area, lean the boat to port and use a wet/dry vac to remove the water from this area. This was to be done because the area around the ballast tank vent does not drain directly to the bildge by design and gathers in this area.
I check the hole and if you put pressure on the head floor, water will slightly bubble out of the hole. Has anyone ever battled this issue? Tips and advice is greatly appreciated. Also, Why doesn't the water from the ballast vent area drain to the bilge so it could be easily pumped out? Is this a safety design?
