when on the trailer there is about 1/2 inch deflection with the cabin floor maybe a little more, older post seem to indicate this is normal, but after luanching the boat and the ballast tank is full water seems to be pushing up in the center of the floor but no leaks. So the question, is this normal as well

Spongy? Or do you mean it deflects a little and it seems like you can feel the water deflect under the floor. If the later mine is just like that in one spot. If I'm in the cabin in a fore-aft position about even with the galley sink, there is a spot on my cabin floor that deflects about a quarter inch and I can imagine feeling the water in the tank slosh.

If it is like I describe... I think that is normal.

ok, so mine is right in between the table and sink right in the middle, I get about a 1/2 inch deflection like you said I can feel the water slosh underneath

If there is no evidence of a leak, I think you are okay. If it really seems to you like there is some structural integrity issues, you may need to add a stringer to the inside of the tank... which would involve cutting an access hole and at that point you better start talking to @Crazy Dave Condon or some other former Hunter folk ... you could end up destroying your boat.

have these tanks had issues that you know of where they get soft over time or is it maybe a manufacturing defect

Over time I ran into this as a dealer but no leaks. I am assuming that somebmarine putty. Has come loose but not sure. Anyway no leaks. Quit worrying. Enjoy sailing. There is positive foam flotation in your boat so it will not sink
