1984 Hunter 27: Original Boom Queston (s)

I purchased my 1984 Hunter 27 a couple years ago; as I continue to "refresh" her, I've a couple of questions:

1) Should there be a spacer in place where the boom attaches to the mast? (see attached picture)

2) What is the purpose of the two extra "holes" on my have boom? (see attached picture)

Any insight provided will be appreciated; thank you.

Rather than have the gooseneck bearing metal on metal, a thick nylon or delrin washer would reduce friction and wear.
