I’m replacing the two bulkheads in my boat but I can’t find marine grade plywood anywhere in my area (Chattanooga TN) so is there any other material I could replace those with? I have checked with getting it shipped to me but not will to pay the $200 plus for just shipping.

Baltic Birch is a good choice. I used it on my Macgregor 26S. Baltic Birch has very few voids, making it very solid and strong.

You could tongue and grove some 1-by pine boards into a solid wide piece. Pipe clamp with gorilla glue and then sand it smooth ... stain ( I’d go cherry) and varnish. If you already have the tools, that would be the least expensive and it would produce the best looking result. You would need a good table saw. A set of pipe clamps and an orbital sander.

I really just looking for anything that’ll be strong enough for the bulkhead that I can get locally. Thanks for the idea but would really like to be able to just buy a big piece of something that I can trace the old one onto and cut out.

When I replaced the bulkheads in my Cal 21, I don't remember what kind of plywood I used but it was good quality multi-ply (strong) . One suggestion: I didn't remove the tabbing, just the bulkhead. The old plywood was in bad enough shape that I could just rip it out. I saturated the new bulkheads with fiberglass resin after cutting them to shape, and bonded them to the old tabbing. Saved a lot of work.
