steering problem

Not my boat but researching for a fellow mariner... On the hydraulic pump there are two bolts on either side of the unit, they may be fill plugs, one of which is leaking. The O-rings need to be replaced, any information would be helpful. 1. are they fill plugs? 2. any info on O-ring sizes...
