Can anyone ID this item on my 2000 Beneteau Oceanis 46.1?

Hmmmm.... it is only on the port side of the cockpit, and it doesn't seem to operate anything "as we speak". I just purchased the vessel, and will have to research some operation directions, if indeed it is a winch switch. Thnx for the quick responses 
There might be a circuit breaker for the winch that needs to be switched somewhere. I wonder if Beneteau might have put that near the main battery switches. That’s where the breaker for our windlass is.

It looks like a Guard Top - single-function switch. Since it is located in proximity to the Winch, it would be my SWAG that it is for the winch.
As it is on the deck, there should be a breaker for the winch located in the cabin to power it. If you switch on the breaker with DC power and it still does not cause anything to function, then you will need to explore the DC Power availability, the wiring, and connections for the winch and the switch.
