@rssmith1965 , seems like you've got more than one issue going on here which is causing your loss of power :
Prop doesn’t spin by hand in neutral. It’s got something Binding.
I'm assuming you're on the hard when doing this and the engine is a Yanmar. You're prop is not going to spin in neutral because of the friction of the packing gland (as opposed to a mechanical seal) as well as the friction of the cutlass bearing, even if perfectly aligned. And for sure, it'll be bugger to move if the shaft coupling is still attached.
That's how mine behaves on dry land but you really get to see how it cranks over under sail and the xmission is in neutral.
He inspected and reclamped fuel lines and bled her off and adjust a couple screws and now it won’t it even get 1500 in neutral. How do you tune this engine?
Sorry, limited experience in tuning a diesel engine. Trouble shooting yes, but thankfully, no tuning.
- any chance your throttle (governor adjust) is not stroking 100% ?
- any chance your mixing elbow is plugged ?
- have you gapped the valves recently ?
So many things I'd be checking well before getting into the actual "tuning" of the engine.
