The rope was fed down through the tube, then through the bushing, then through the cutting board. 
I tied a loop in this line and attached the main halyard to it. I used the halyard to exert force on the cutting board/bushing and pull the bushing up into the tube.
It ended up being so tight though, I could have just hammered the bushing into place and forgotten this step.
