He made a mess of a simoke system. The line thriugh the ring is the tiedown for the genoa. The cdi has an internal halyard which is tied to the cleat. Remove from the cleat, attach a line to the end of it so you can pull the genoa back up. Once line is attached just start pulling on the ring to get genoa out of the furler. Don't do it in high winds
