The Hunter 23 wing keel did not come with a mast raise system. That mast raise system started with the 23.5 water ballast, my contribution to the industry. With that seen above, you have no stabilization to keep the mast from swaying which is crucial that the mast on the above 23 wing keel being steadied and boat facing into the wind when raising. I am not a fan of attaching that to the bolt holding the mast to the mast step. A larger bolt would be suggested and checking that often for any fatigue. One other suggestion is to have that pole a little leaning backward so when you do come up with the mast like on the 23.5 mast raise system, it will give you some length on the forestay when being attached to the forestay chain plate.
