a small stainless steel wire brush like welders use is great for cleaning and removing old caulking.... never use a regular steel wire brush, stainless only.
remove fairing plate and dig out old caulking to expose the depth of the damaged area
silicone is good stuff, but only if the surface is prepared for it. still, there is better stuff to use than silicone
