depends on how far up you are lifting the fuel. Could be normal if the surface of the fuel is well below the pump. The way you have the gauge it is reading absolute pressure - not the pressure across the filter. You either have to have to install another gauge on the tank side of the filter and take the difference - or assume as a clean filter with x inches of fuel that is your baseline - and measure how dirty from that reading. Note your static reading will change with the depth of the fuel. As others have stated a partially clogged line between the filter and the tank can cause that high reading also -

Racor also recommends taking the pressure reading when the engine is running at full speed. (yeah right)...
