Bought the ones for the 24 which was the only ones listed and they were way too thick. Need 1/8" X 3" round. No one seems to know anything about them.

Not sure about the 23.5 but I made mine from plastic I purchased. I bought hard plastic and cut teh bout with a hole saw. It actually wasn't hard and they worked perfect for me.
For my 23 I just bought some plastic (about 1/8 thick if I recall) at a big box and drilled the center bolt hole. I used pieces that were square, maybe 4 in per side or so (maybe 6? I can't recall) and put one on each side of the rudder, under the metal head. I did not bother to round off the square, and it seems to work fine.
I replaced with 1/8" Teflon sheet cut to match plastic piece that was cracked and fraying. Bought online from a shop that sells only Teflon. Google it. Just offered my 4" X 12" left over to CrispyCringle.
