The mast step bolts are stainless on an aluminum step. Despite numerous attempts w/ PB Blaster and a 1/2 " socket w/ an extension I am unable to get the bolts to budge. Any suggestions as to how long the bolts might be or if they are lag screws. Really don't want to cut them off but have to block up the mast since it has considerable corrosion.

Which Hunter 30 do you have? The screws on the late 70's series H30C's are lag screws.

Different model than yours, but ours are through bolted SS machined bolts on an aluminum step plate. As I recall our H28 was the same way. A picture of what you're dealing with would help. Uncommon that Hunter would use lag screws to secure the plate to the coach roof/deck.

If you think the SS threads are seized in the aluminum plate, what might work is an impact driver. Soak the fastener threads for a period then try the impact driver. Quite an effective tool for breaking fasteners loose.

It's not a deck step but a keel step
That explains a lot. Thanks. Still having trouble visualizing why the SS bolts are seized in the aluminum step plate. Is it the bolt head and shank that is seized to the plate? Venture to say that the impact driver would break it loose for you. May take a few good whacks.
