For crew yes, but I'm pretty sure they plan to leave out the construction requirement. There are actually very few companies (and therefore countries) that can build boats at this level.

Scuttlebutt sailing news also hosted a survey that said 80% want monohull and only 18% preferred multi hulls for AC. pretty conclusive.
