That's why I always keep my choke on when not in use. Keeps bugs out, too, I guess.
Actually, now that I think about it, only the bugs part makes any sense.

The only openings into the carb are the tiny, tiny jets. The vent is typically greater then 1/8", so at least 100-200 times greater in area than the fuel circuit. Thus, the drying is all via the vent. The vent is sometimes external and sometimes in the air horn, but it would never, ever be on the engine side of the choke, because it cannot be under vacuum.

So unless someone explains this to me, I don't thinks so at all. In fact, some engines have vapor recovery on the vent, but certainly no where else.
