What is this?

Just bought this from an individual, and he knows nothing about it. I can find a name plate, hull numbers, or anything else to identify it. It's got new sails, so they are without any logos to give it's make away. Surely someone on here can help me out!

Not a Snipe, Snipes have a dagger board. This boat looks like it has a centerboard.

Masthead or Fractional rig?

No hull identification number? If it has one you can at least figure out the manufacturer and then have a starting point since many manufacturers built some of the classic boats styles.

Sometimes HINs are difficult to see because of wear and painting over them. One trick is to do a rubbing, like gravestone rubbings. Tape a piece of paper over the location of the HIN. Be genorous with the space. Rub the area with a pencil if there is a number it will show up.

If there really is no HIN, then the boat was built sometime before ~1974, that was about the time HINs were required.

no hull number that I could see. it's been recently painted. I looked closely with a flashlight shining across the back, and just didn't see anything

The hull number is 3989, but is not a HIN. So you now know the boat was built before HINs were required.

some have suggested a lightening, but this is just 16' and I thought lightnings were around 20.

Where are you measuring the length? The LOA is the deck length. WLL is the waterline length. The lighting is 15.25 on the waterline according to SBD.com. And 19' LOA.
It has a flat bottom as this boat appears to be. The rudder is the same.
