Swing keel hanger bolts torque requirements

Just to confirm:
What size are the swing keel hanger bolts on the Cat 22?
Aren't they 5/16" x 18 ?
To what torque should they be tightened? According to standard literature 5/16" x 18 stainless steel requires 21.5 Ft#. Does that still apply here?
I'm not doing a keel overhaul this year, I just want to make sure they're still tight and not frozen in place.

Torquing them to 21.5 ft-lb would be almost 50% over the max. for stainless steel, which is 12 ft-lb.
