sailing lake billy chinook or prineville reservoir.

has anyone had experience sailing either lake billy chinook or prineville reservoir? is there enough consistent wind to make it enjoyable? is later in the year better than earlier? have you sailed both, and what is the average wind speed?
we want to go for a week or two and we wont be ready for the san juan trip this year, so we were thinking about central oregon.... or how about owyhee reservoir?

I hear that Elk Lake over by Bend is popular. Not sure it's as big as either of those, though, or as big as Fern Ridge for that matter.
