Is there a manual bilge pump? I have looked everywhere cant find one

How hard is it to take mast down?
are there any bolts or anything that need removed?

Im very excited about buying my first sailboat and thanks for your help

Cole,
If the mast step is hinged, you should be able to lower the mast easily. I have a Seafarer 29' and have raised & lowered the mast several times using a gen-pole.

On a previous 24' Venture Newport I raised the mast using the trailer wench. This process required the boat/trailer to be level, and my wife ran the wench while I was on the deck of the boat guiding the mast. We hooked the jib halyard to the wench cable and left the forestay available to connect when the mast was raised completely.

I used the same basic process for raising the mast on the Seafarer 29', but substituted the gen-pole for leverage. With a 22' boat I can't imagine you would have a problem raising the mast unless there is no hinge plate at the base.
