H33 rudder stuffing box

Had the stuffing box for the rudder repacked while doing a bottom job - unlike some on this forum, my 33 rudder stuffing box is not corroded and adjusts easily -however, having trouble stopping the water flow - mechanic swears he put "several" turns of 1/8 teflon packing on it, but seems that we can screw the stuffing nut all the way down without getting any resistance, thus still getting about 30 drops/minute. Anyone have experience repacking the rudder stuff box and can shed some light on what is happening? How many turns of packing did you use?

On my 1981 H30 with a 2GM13, I used 3 rings of 1/4 square stuffing tightend down to 1-2 drips a minute.

packing

you will need two to three independent rings of packing, sized correctly and with the cuts not overlapping.
