On my H30 1977 the throttle increases engine RPM when pushed forward and down. Straight up is OFF. Forward pointing to bow is idle. Pointing down is about full throttle. The important point however is that if you want to reverse its direction you can do so by remounting the able where it attaches to the handle. Hope that helps. HW
