    Jim, Since we keep the boat on the hard for 7 months of the year, I inspect the rudder each year before launching and haven't noticed any problems.

    Yes, I have tried the breakers to no avail. The best hypothesis I heard so far is the lack of a ground to complete the circuit. On my next trip to the boat, I'll be certain to have my tester with me!
