What is this?

Universal 5444 engine, has a Balmar alternator with external regulator. This device is wired into the #10 orange wire from the ammeter to the alternator. Not sure what it is?

Does it have any other connection terminals? Maybe an old style inverter to make AC power???

It may be an old alternator regulator? Doesn't make sense it's still wired to battery and alternator.

Only connected to alternator batt terminal and alternator ground, and orange wire to ammeter.
If the orange wire goes to an ammeter, then there has to be a wire from the ammeter to somewhere else in order for the ammeter to work (it is a current - flow - measuring device.
What is the scale range on the ammeter and what is the amp output rating of the alternator?
It could well be an external shunt to measure alternator output amps.

I second the noise filter

If your amp meter is still out on the motor panel, you need to get rid of it. And wire the alternator directly to either the starter power or house batteries.
