Under what circumstances should a new replacement rudder require removal and replacement

when it no longer steers the boat

Or, if it's water logged, has cracks from water freezing in it, the rudder shaft spins without the rudder spinning with it, the rudder broke off or is about to break off. Of course, the last one isn't predictable. But rudders can and do break off and the boat sails like s**t afterwards.
