    My fresh water pump is actually working just fine. I had run out of water!

    Are you talking about a sea water deck/anchor wash pump? Fresh water pump for sinks/showers? What brand name and size you have now?

    ok, have you tried the gentle persuasion motor tap with a rubber mallet? The "moan" sounds like the motor is just stuck. DC motors have this problem of being slightly offset.
    there are 2 parts
    1) DC motor
    2) Pump head

    I have never had a DC motor failure.

    BTW I just replaced my pump head for $25 after 14 years of use.

    To answer your last question...
    Your pump (old or new) has a high and low pressure cut off switches, built in the pump head. Capacity or flow rate should not be a problem for sporting boat sizes.
