outflows under cowling cover near step bottom

can someone tell me the purpose of the 2 outflow valves under the cowling cover near the bottom of the steps next to the sink area?

Do you mean the valves in the red and blue fresh water lines under the access panel in the sole? Those are drain cocks for the water lines going to the transom shower. They usually freeze shut and/or leak after a season or two. They can be replaced with plastic valves that will last longer (or eliminated altogether, since they aren't really essential).
