Muffler / Exhaust Lifter on Caltalina 28

Hi Folks,
My Catalina 28 MkII 2003 has a Universal 25XPB diesel motor and uses an exhaust lifter through which the exhaust goes as a muffler prior to discharge overboard. The exhaust lifter is very effective as a muffler but causes a lot of vibration noise. Does any one know if the exhaust lifter is supposed to be screwed down or floating free. The screws securing the lifter have come free and I have replaced them with a larger screw size and added rubber washers above and below the lifter flange to dampen the vibration.
Is this safe to do. Has anyone experience with this situation. .

If you have a standard "Vernalift" water lift muffler, the base should be bolted or screwed down tight.
