Morgan 32 rudder shoe

1984 Morgan 323 shoal keel. Currently at the boatyard for installation of a bushing in the rudder shoe (part that traps and hold rudder bottom pin). Boatyard says, "There are no bolts holding the shoe in place, we can't remove it. We have to do a more complicated job with the shoe in place." I'm skeptical. How else would the shoe be held in place? Anyone? Thanks and happy sailing.

Conceivably it could be glassed in place, but I doubt it. Some exploratory paint removal might be in order. It looks like there is a line across the top of the shoe where it meets the keel.

Yes, I see the line too and that implies to me that it is bolted, then glassed in.
