Dual Steering Question Beneteau 473

I have a frozen sheave on the starboard steering sheave set. Poor access, seems to be 'rusted' shut, as base is made of steel, the sheave is aluminum. Tried heat, WD40, prying, hammering,
cannot get one sheave to move. Cable has begun to wear groove in the non-moving sheave.
Sheave shaft is cotter pinned with second small Allen screw pinning the cotter pin?
Beneteau parts site has tiny out of focus drawing with zero detail. In Caribbean island on a hook with few facilities...........part on back order with Beneteau for 6 weeks. No info on who made it supplied.

Can you cut the shaft between the metal base and sheave on both sides with a hacksaw blade and remove it? Then you could drive out the remaining shaft (s) from the bracket and sheave and replace with the proper size bolt. You can’t tell if it’s frozen on the shaft or at either side of the bracket so dealing with it in thirds would, at least, make it a bit more manageable.
