The Coast Guard will let you leave your boat on the bottom if it sinks. As long as it doesn't present a navigational or environmental (leaking fuel) hazard.

A few boats - mostly fishing - stay in all winter.
No ice today but the boats will have to endure 50+ knot gusts full on from open water, this afternoon. This drone photo (not mine) was last winter.
We've had a lot of ice this year but it doesn't last, usually.
