2004 Hunter 36 stern step - fills with funky water

The stern step on my boat holds and fills with water when left in the down position. I have seen this on other H36s as well. Is this normal or is there a way to make it drain when down. It fills with water that gets all funky and grows algae. I prefer to keep it down all the time when left at the slip. I'm getting close to drilling drain holes.

find the low spot/spots and drill small holes there.

as M Michaels said - I drilled 2, 3/8 holes in the top of the rail (low point with the step down) and it drains fine

Drill holes. Mine still gets some that stays, but you need drainage. I leave mine down most of the time.

I just flip it up every so often from keeping water from sitting in it but in Florida I never have a problem.
