Hunter Legend 35.5 Fresh Water System

We are down in the Bahamas right now having a hard time with our fresh water system. With tank topped off (~64gal) everything works great until we use about 15 gallons. Then the pump runs continuously and is unable to hit the pressure to shut off. It seems like it's cavitating on an empty tank. Things we've tried / checked:
- Strainer is good
- vent may be plugged, but we still have the issue with the cap off
- Pump and shut off work great with the first 15 gallons

Any other ideas?
Possibly a pick up hose in the tank than is miss out of place?
Possibly the tank is not actually filling?

My B323 had a check valve in the output of the tank. It stuck closed. Check for that. Maybe the pressure of a full tank makes it work, lesser amounts do not?

Resolved!
The clogged vent wasn't allowing the tank to fill all the way. We cleared out the vent line which allowed the tank to fill all the way!

Now for the rest of the list....

We also soak our sink nozzle in CLR or vinagear once a month or so seems to help dissolve little things
